PID nodes have a second parameter, called alpha that is (1 - N*T_s), where N is equivalent to Simulink N.
If alpha == 0, no filtering (default).
Also fixed issue where sampling time for autonomous was 0 for the first iteration.

Using the original Xilinx polling I2C send functions, if a slaved
NACKed, then the polling function would poll forever (infinite
loop). Copied the Xilinx function into our src and added a check
for NACK.

This resolves #1

This makes building the project on CI trivial, so also added to CI.

Modified computation graph so blocks will only execute if their inputs have been changed. This allows PID blocks to only execute if they have new data, allowing different sampling times.
