and other fixes

PID nodes have a second parameter, called alpha that is (1 - N*T_s), where N is equivalent to Simulink N.
If alpha == 0, no filtering (default).
Also fixed issue where sampling time for autonomous was 0 for the first iteration.

Implement LIDAR functions

Using the original Xilinx polling I2C send functions, if a slaved
NACKed, then the polling function would poll forever (infinite
loop). Copied the Xilinx function into our src and added a check
for NACK.

This resolves #1

Merge branch 'controller-network' of git.ece.iastate.edu:danc/MicroCART_17-18 into controller-network

Added a version of serial->TCP test script that does not wait to receive message before sending the next one.
