Test Stand Class integration should now be ready for testing. The class has the ability to send a recieve all listed commands added in c7bbe22a.

The default is Rate Mode and there is currently no way to change the Mode while the program is running.

Next step would be some sort of integration with the GUI team. A ticket can be created and linked, back to this ticket. Once that ticket is complete this ticket can be closed as well (Integration Testing)
