Weekly reports should show from Google Drive now, so we don't have to manually upload them. But, deploy script is broken because lftp is no longer available?

Pelican uses python, which allows us to create a python
virtual environment in this project to hopefully get to a point
where anywone can contribute to the website without any installation.
